Abstract:
In 1992, the Division of Adult Education and Literacy (DAEL) of the U. S. Department of Education published Model Indicators of Program Quality for Adult Education Programs , which presented eight quality indicators. This paper presents a summary of state implementation of the quality indicators, focusing on the development of measures and standards and on the impact they have had on state accountability systems and program quality. The paper also discusses how states are using the quality indicators and presents a summary of the indicator measurement systems in six states.
