The California Department of Education will utilize the same contractual process that is required for the approval of demonstration projects funded under Section 353 of the Act, as a vehicle for workplace literacy projects funded under Section 371. As described in Chapter 14, this procedure includes:
Workplace literacy projects will build on demonstrations of this concept conducted in California and throughout the Nation and world. Moreover, workplace literacy projects funded under Section 371 will see to it that project staff become oriented to the workplace setting, task analysis techniques, the development and use of job specific instructional materials, and job-related evaluation. Programs will provide for a safe and accessible environment in which instruction can occur; basic skills and content that are specifically related to job skill requirements; continued growth of employees as technological advances occur; and the coordination of community resources which can supplement grant resources when appropriate.
The California Department of Education intends to publicize actively the availability of these grants once it is notified that the funding will occur. Section 371 grants will be awarded through a competitive process, and special efforts will be made to notify interested parties such as Private Industry Councils and other agencies experienced in providing employment and training programs and services of the availability of Workplace Literacy funds.
The California Department of Education also intends to have Section 371 projects evaluated by a third party. The same evaluation procedures would be used as those specified in Chapter 16 of this plan.
